The Capricorn District Municipality (CDM) recently concluded a pivotal two-day Ethics, Rules, and Integrity Committee Working Session.
The engagement, hosted at the Landmark Hotel, brought together key committee members to strengthen ethical leadership, governance models, and accountability across the district and its local municipalities.

Stricter Declarations Monitoring: The committee formally supported much tighter oversight and mandatory tracking of financial and interest declarations from municipal officials.
Integration into Performance Reporting: A resolution was passed to permanently integrate ethical standards and compliance directly into municipal performance reporting structures.
Meeting Attendance Enforcement: Members resolved to apply stronger consequence management and strict enforcement regarding poor meeting attendance by councillors.
Finalized Committee Frameworks: Draft Terms of Reference for Portfolio Committees were reviewed and refined to streamline municipal operations.
Disciplinary Streamlining: Following an executive analysis of ongoing disciplinary proceedings, the committee resolved to address systemic delays and eliminate inconsistent outcomes in misconduct cases.
System of Delegation Review: The structural framework governing the delegation of executive powers was overhauled to maximize personal accountability and minimize risk.
District-Wide Collaboration: Local municipalities officially aligned their local frameworks with the district’s primary compliance models to create unified ethical standards across the entire Capricorn region.
